Changing a skincare formula: five questions before a Halal OEM order

A practical change-review checklist for a new brand, ingredient source, formula, production site or product identity in a Halal skincare project.

Is this the same product or a new development?

A familiar texture or ingredient list can make two products look equivalent while their manufacturing records differ. State whether the project uses an existing development reference, modifies it or creates a new formula. Name the formula version and the brand identity proposed for production.

KEYING's published certificate-scope guide identifies named products. Those names should not be treated as a transferable private-label menu. A new project needs a scope discussion, even when an existing product is a useful development reference.

Has the ingredient or its source changed?

Tell the manufacturer about additions, removals and source preferences. A similar ingredient name does not establish an identical supply chain or supporting record. Ask which source and processing documents are relevant for the proposed material.

Record any exclusions and the reason they matter to the buyer. Halal, vegan, fragrance-free and other specifications are separate requirements; one label does not prove the others. Review the complete finished-product brief rather than deriving status from a fashionable active ingredient.

Does the manufacturing record identify the actual site?

Check the certificate holder, manufacturing address and covered activity against the proposed production. If the site or relevant process changes, ask what additional review is needed. A company name on an earlier document is not enough to describe a different production arrangement.

Keep the current original certificate and relevant annex with the project record. Identify the party who will answer scope questions and confirm what documentation will be supplied before the order advances.

What must be resampled or retested?

A changed formula or package may need another sample or an adjusted test plan. Agree on the product identity, texture and dispensing reference, packaging components, acceptance questions and relevant stability or compatibility work.

Review sample feedback against a numbered version. Record accepted points, open issues and the changes requested. The final production specification should not depend on an unlabelled photograph or a message describing the product as the same as last time.

Who confirms the destination requirements?

Agree on manufacturer-side records and the buyer or importer's responsibilities for destination recognition, product-market steps, labels and import procedures. A change review is incomplete if nobody owns the local requirements.

Send the original product reference, proposed change, brand, destination, pack and estimated quantity to KEYING. The team can then review the relevant scope, samples and quotation. Development work, commercial conditions and market documentation are confirmed for that project.
